It’s a rare Thursday meeting of the Metro Council, as the schedule was adjusted in light of Tuesday’s midterm elections.
Find the full meeting agenda here, and read on for our rundown of what to expect.
Capital spending
The Metro Council will debate Mayor Freddie O’Connell’s $544.72 million capital spending plan again on Thursday.
An initial vote was deferred from the second meeting in October as councilmembers questioned whether their priorities were being included in the spending plan and whether a new Davidson County Sheriff’s Office detention facility is necessary.
It’s unusual for amendments to be added to the CSP, and Budget Chair Jason Spain has warned against an “unruly process.” The Budget Committee has already made negative recommendations for amendments proposed by Councilmember Joy Styles. Councilmember Jeff Eslick, one of the body’s conservative members, has proposed seven more. Eslick is seeking to develop a mechanism by which district councilmembers more directly control some capital spending in the districts they represent.
At a prior meeting, Dave Rosenberg of the mayor’s office sought to reassure councilmembers that their priorities were being funded, including active spending on four of the five projects ranked highest by councilmembers.
Door to door
Councilmember Jordan Huffman is leading a group of councilmembers seeking to strengthen Metro’s regulations on door-to-door solicitation.
The legislation is up for a second of three votes.
Huffman’s goal is to give more teeth to enforcement of solicitation rules.
Homelessness funding
Metro Council will consider a $2.7 million allocation to Hospitality Hub via the Office of Homeless Services for continued management of the city’s use of a South Nashville motel for transitional housing especially for those being pushed out of encampments.
Other resolutions on the agenda would approve a federal homelessness funding grant application and sanction the appropriation of $500,000 for supportive services and case management.
The rest
- Councilmembers have nominated two local labor leaders to serve on the Contract and Compliance Board. Incumbent board member Anne Barnett and Charley Rodriguez will face interviews with the council’s Rules Committee on Tuesday before the body votes to name one to the board at its Nov. 17 meeting.
- Erin Carney, nominated to a five-year term as Davidson County medical examiner by the mayor, has been referred to the council’s Rules Committee for an interview. She has served as deputy chief medical examiner and would succeed Feng Li.
- The council will vote to sanction the hiring of Tom Lee as special counsel and legislative services director. An attorney and local lobbyist, Lee would advise councilmembers on meeting procedures and run the team that helps craft legislation. The Metro Council Executive Committee discussed Lee’s hiring at a meeting last month, at which Lee spoke.
