Ensuring wind turbines, communications towers, lighting and foreign-government investment developments do not affect military flight operations is a priority of the Regional Coordination Committee ahead of the state legislative session in 2027.
The committee, tasked with preserving the Naval Air Station Joint Reserve Base Fort Worth as a military asset while improving surrounding communities, approved several legislative priorities in their October meeting ahead of early filing beginning next week. Rebekah Gongora, a project manager for the North Central Texas Council of Governments, presented the priorities.

Wind energy development was a primary focal point, given that two 2025 bills the committee supported did not pass. The two bills would have required Federal Aviation Administration and Department of Defense approval for new wind projects and required voter approval for wind, solar or energy-storage facilities in counties with more than 10,000 residents.
The committee also approved support for continued full funding for the Defense Economic Adjustment Assistance Grant Program and the Texas Military Value Revolving Loan Fund.
The Defense Economic Adjustment Assistance Grant Program sees infrastructure funding provided to defense communities to assist in development that has been positively or negatively impacted by a change or announced change by the Department of Defense.
The Texas Military Value Revolving Loan Fund is a loan program providing financial assistance to Texas defense communities.
The committee was also updated on several road construction projects near the naval base. One project that began in September was widening North Las Vegas Trail between Quebec Drive and Interstate 820 in White Settlement.
The approximately 800-foot segment is currently a narrow two-lane road. The plan, which was addressing dangerous, low-visibility intersections, is to widen it to four lanes with a two-way left-turn lane.
The project serves nearby residents and improves access to Lockheed Martin and the local Texas Army National Guard facility on Shoreview Drive.
The contract bid was $5.1 million, below the project budget of nearly $10 million. The Regional Transportation Council is funding the project. Completion is anticipated around Oct. 15, 2027.
Another road project is for River Oaks’ Meandering Road. The project, which extends from Roberts Cut Off Road to Lt JG Barnett Road, has been under discussion for roughly 15 years. The existing road, believed to date to the 1940s, is in very poor condition and serves the base’s east gate.
The $12 million project is set to be completed in late 2028.
The proposed road construction project at the Pumphrey Drive, Roaring Springs Road and State Highway 183 interchange is still seeking funding and requires further coordination with the base. Its estimated cost is about $50 million.
The Regional Transportation Council has about $25 million set aside, and TxDOT has another $25 million in its 10-year transportation plan.
The design could improve access to the base, support development at Westworth Village, and connect to a broader trail network.
