Yes.

Oklahoma state law has substantially limited municipalities’ ability to enact local oil and gas regulations, so cities often cannot impose rules on oil operations or related groundwater pollution, though some nuances remain.
Though Oklahoma rules bar oil field wastewater injection within a half-mile of public water wells, at least 114 injection wells in the state are within that distance, according to a report by ProPublica and The Frontier.
Enid officials could not pass local rules governing such wells and had to appeal to the Corporation Commission, which holds oil-and-gas regulatory authority under state law and originally approved the wells.
The Oklahoma Supreme Court and Attorney General cite 52 O.S. §137.1 as limiting municipal regulation of oil and gas operations to solely (a) road use, traffic noise, and odors, (b) establishing setbacks and fencing requirements, and enacting ordinances within a 100-year floodplain to maintain flood insurance.
