Board of Adjustment approves property variances for future east Fort Worth hospital

The Fort Worth Board of Adjustment approved three property variances at its Sept. 16 meeting for the future Baylor Scott & White Health neighborhood hospital in east Fort Worth.

The facility, located just off U.S. Highway 287 at 2511 Mitchell Blvd., is one of four emergency hospitals being built across the region, including one in Alliance that broke ground earlier this year.

The three approved variances are a dumpster enclosure, an ambulance canopy and ambulance drive.

The topography of the site requires a setback toward the corner which doesn’t allow room to locate the trash enclosure behind the building. 

The ambulance entry must be covered.

The maximum allowable height for a freestanding canopy is 12 feet, which is too short for an almost 10-foot-tall ambulance. The Texas Department of Health Standards requires the ambulance route to have no head-in parking and have a 24/7 entry route available.

Owner Maria Aguilar requested 100% driveway coverage adjustment from the allowed coverage of 50%. 

Her family has five working cars and a two-car garage, which is used partially for her husband’s fence-building supplies. Two dirt bikes and two four-wheelers occupy the rest of the garage. 

Parking on the street has had dire consequences, Aguilar said, as other drivers knocked off the side mirror of their vehicles more than once. There were two serious wrecks, when other people hit her son’s car.

The city received one email in opposition. The owner presented a support petition. 

Board members were concerned because the front of the house has no green space. Members asked the city lawyer what material besides concrete could be used. For parking purposes, a dust-free, hard surface is mandatory. Asphalt or compacted gravel are other options. Another concern was water absorption.

The board unanimously denied the request without prejudice.

The board unanimously approved a new electronic sign for Fort Worth ISD’s Esperanza Elementary.

Michael Cato, vice president at A&M Signs, said the sign will be consistent with others in FWISD.

Applicant Cattlemen Homes, represented by Kasie Dudley at the board meeting, looked to construct new duplexes, containing four bedrooms in each unit, to be a family dwelling with three stories. 

The owner, Grayham Stowe, said one duplex would be occupied by his family and the other, by his business partner’s family.

Brenda Helmer, on behalf of the historic Arlington Heights Neighborhood Association west of downtown, spoke in opposition. She offered suggestions on ways to change the plan and be in compliance. She pointed to sections of the neighborhood that are at risk of flooding.

One variance was withdrawn by the applicant, while the other two were denied.

701 East Bonds Ranch Road (also known as 311 East Bonds Ranch Road), in Haslet

Chris Edwards, owner of Edwards Sign Service, said a 7-Eleven is set for the property. The board allowed special exception for a sign to display gasoline prices. The sign will have a dimmer, so brightness can be adjusted.

5903 Sycamore School Road 

An electric power substation on the property owned by Oncor is currently being reconstructed. The requested change in height from 45 feet to 65 feet is to accommodate a lightning deterrent. The request passed unanimously. 

The meeting was 8 hours and 16 minutes and saw the board of adjustment resolve 24 cases.
