City of Las Vegas Grants Announcement — CDBG & HOPWA

Las Vegas grants for qualified nonprofits open today as the city launches two-year funding cycles for the Community Development Block Grant (CDBG) and Housing Opportunities for Persons with AIDS (HOPWA) programs. Applications are now being accepted, with mandatory technical workshops on Tuesday, Oct. 28, 2025, and final submissions due by Nov. 13, 2025, at 3 p.m.

What CDBG Funds

CDBG proposals should advance priorities such as preventing and reducing homelessness; building safe, livable communities; expanding economic opportunities for people with low to moderate incomes; and improving access to health services and educational enrichment. The city’s Request for Proposal (RFP) asks applicants to document organizational structure, staffing, capacity to meet scope, and relevant experience.
Note: This RFP covers a two-year grant period with a minimum award request and funding amount of $65,000.

CDBG Workshop (Mandatory)

  • Date/Times: Tuesday, Oct. 28, 20259–10:30 a.m. or 2–3:30 p.m.

CDBG Eligibility Snapshot

  • IRS 501(c)(3) or 501(c)(4) in good standing.
  • In operation ≥ 1 year before the application release date.
  • In good standing with the Nevada Secretary of State.
  • Current city of Las Vegas business license for the service address.
  • Awards contingent on the city’s HUD entitlement funding.

After the deadline, city staff will verify applicant and project eligibility; ineligible applicants receive an explanation letter. Eligible applications go to the Community Development Recommending Board for review and recommendation to the Las Vegas City Council.

What HOPWA Funds

HOPWA grants can fund direct housing assistance, supportive services, and related activities to prevent homelessness among people with HIV or AIDS. Eligible clients and programs must be within the Paradise EMSA, including Las Vegas, North Las Vegas, Henderson, Boulder City, Mesquite, Laughlin, and unincorporated Clark County communities such as Blue Diamond, Searchlight, Moapa, Overton, Bunkerville, Indian Springs, Jean, Logandale, Sloan, and more. (Pahrump is not covered.)
This RFP also spans a two-year grant period.

HOPWA Workshop (Mandatory)
