LAS VEGAS — The city of Las Vegas has opened the application window for two major federal grant programs aimed at supporting nonprofit organizations that serve low-income residents, people experiencing homelessness, and individuals living with HIV or AIDS. Applications for the Community Development Block Grant (CDBG) program and the Housing Opportunities for Persons with AIDS (HOPWA) program opened Monday and will remain available until Nov. 13, 2025, at 3 p.m.
City officials said the two-year grant cycle will provide funding to nonprofit organizations that demonstrate the capacity, experience, and infrastructure needed to carry out critical services across Clark County. Both grant programs are funded through the U.S. Department of Housing and Urban Development (HUD) and administered by the city of Las Vegas.
Community Development Block Grant (CDBG)
The CDBG program supports a broad range of community-based services, particularly those designed to reduce homelessness, strengthen neighborhoods, and expand opportunities for low- and moderate-income residents.
According to the city, qualified CDBG applicants may offer programs related to homelessness prevention, safe and livable community initiatives, economic development, public health, and educational enrichment. Organizations are required to demonstrate that they have adequate staffing, internal structure and experience necessary to meet federal program requirements.
The Request for Proposal (RFP), Public Notice of Funding, and Application Manual are available on the city’s website. The city notes that the upcoming cycle requires a minimum funding request of $65,000, and grant awards will be issued for a two-year period.
Mandatory Workshops Required
All nonprofits wishing to apply for CDBG funding must attend a mandatory technical assistance workshop, a requirement the city says ensures agencies understand program rules and eligibility standards.
Workshops will take place:
- Tuesday, Oct. 28, 2025
- 9–10:30 a.m.
- 2–3:30 p.m.
- Las Vegas City Hall, 495 S. Main St.
Organizations must RSVP with Vanessa Velazquez at [email protected] or 702-229-5279 (TTY 711). Agencies needing accommodations or interpretation services must contact the city at least 48 hours before the meeting.
CDBG Eligibility Requirements
To be eligible, agencies must:
- Hold IRS 501(c)(3) or 501(c)(4) nonprofit status
- Have operated for at least one year prior to the RFP release
- Be in good standing with the Nevada Secretary of State
- Maintain a current city of Las Vegas business license for the service location
- Understand that funding is contingent on the city’s annual HUD allocation
Following the application deadline, city staff will review all submissions for initial eligibility. Ineligible applicants will receive written notification. All qualifying applications will then be forwarded to the 13-member Community Development Recommending Board, which reviews program proposals and submits funding recommendations to the Las Vegas City Council.

Housing Opportunities for Persons with AIDS (HOPWA)
The city is also accepting applications for the HOPWA program, which provides housing assistance and supportive services for individuals living with HIV or AIDS. HOPWA funds may be used for various services aimed at preventing homelessness, including direct housing assistance, case management, transportation, and other eligible activities.
To qualify for HOPWA funding, clients must live within the Paradise Eligible Metropolitan Statistical Area (EMSA), which includes Las Vegas, North Las Vegas, Henderson, Boulder City, Mesquite, Laughlin, Moapa, Blue Diamond, Searchlight and several unincorporated communities within Clark County. The city emphasizes that Pahrump is not included in this service area.

After applications are submitted, city staff will determine initial eligibility. Eligible applications will be reviewed by the Community Development Recommending Board, which will recommend awards to the Las Vegas City Council for final approval.

Funding Timeline and Next Steps
